The government of Jakarta has decided to resume its suspended monorail project and work with state construction firm Adhi Karya, who will act as an investor and a developer.
Basuki Tjahaja Purnama, Jakarta’s new deputy governor, met with Adhi Karya and the Jakarta Transportation Office on Friday to discuss the project, which is estimated to cost Rp 12 trillion and could be completed in three years.
“Basically, Adhi Karya is being asked to continue its development of the monorail at the order of the state minister for state enterprises. The minister is committed to helping Joko become a successful governor,” he said.
The monorail was scrapped in 2007 due to funding problems.
“The minister has called on all state enterprises to help continue the monorail program,” added Basuki.
In its presentation, Adhi Karya revealed that instead of having only two lines — the blue and green lines — the monorail would have three lines, including one that circles Jakarta from Cawang to Ancol.
Columns have already been partly constructed for the green line’s elevated rail track. The route currently begins at the Senayan Madya stadium and goes through Pamerah, Pejomboongan, Dukuh Atas, Sudirman, Setiabudi Utara, Kuningan Sentral, Gran Melia, Gatot Subroto, Satria Mandala, Komdak, SCBD, Gelora Bung Karno and Asia Afrika.
“The monorail will stop at commercial locations. It is hoped that in three years’ time Jakarta will have its own monorail with three lines. If possible, it should be realized within two years so the traffic congestion in Jakarta may be alleviated,” Basuki said. He added other companies, such as PT Telekomunikasi, railway firm KAI and train car manufacturer Industri Kereta Api (INKA) will be involved in the project.
“We will analyze the situation from a legal perspective, but what is clear is that we will use the existing monorail columns,” he said, adding that three months were needed to study the three lines.
“The essence is that there is a spirit to build the monorail,” he said. However, Adhi Karya president director Kiswo Dharmawan later noted that his company wanted to nothing to do with building the monorail based on a past plan.
“We are submitting an entirely new proposal, so it has nothing to do with the past. Adhi Karya does not want to deal with the past,” he sad.
Kiswo also noted that as much as possible, the old monorail columns will be used, although it would fully depend on the agreed lines.
Basuki said that the cooperation pattern for the development of the monorail will be a consortium of various city- and state-owned companies.
The monorail will use cars produced by INKA, and the system will be under the coordination of Lembaga Elektronika Negara (LEN). The communication system will use products by Telkom, according to Kiswo.
He added that one of the lines his company was proposing was one linking Bekasi to Cawang.
“It will be [built] above the western flood canal,” he said.
Udar Pristono, who heads the Jakarta Transportation Office, said that two of the planned monorail lines would be new, the third will be comprised of the old green line.
“As for the funding, state companies would provide the money rather than dipping into the regional budget,” Udar said.
The city had earlier mulled using the monorails columns already assigned for an elevated bus lane for the TransJakarta busway.
The city’s regional development planning agency said that the construction of a monorail was much more expensive than elevated bus ways. They added that the transportation capacity of the monorail was inferior to that of buses, as well.
The agency also argued that the monorail would require 36 months to complete whereas the bus way would only need half that time.
